Over the past six months the Guild and the Company have engaged in extensive off-the-records negotiations. Both sides have stated publicly that progress has been made. However, recently it has become apparent that further progress on the remaining major unresolved issues may not be possible at this time.
Under these circumstances, the Guild's leadership believes rank-and-file members should have the opportunity to review the company offer and vote on whether to negotiate a contract along those lines. Because the remaining differences are significant, the Guild's leadership is unwilling to tentatively agree to the company's proposal or to recommend its acceptance..
We request the Company's waiver of the off-the-record understanding to permit Guild members to review and vote on the Journal's offer.
